There's a concert paraphrase of this by Percy Grainger, which I don't think I have, and which is almost certainly beyond you.

There are two separate versions by Moissaya Boguslawski, which you can pick up second hand here and here.

There's one by Willard Palmer (intermediate level) here.

There are no doubt others, but none of them seem to be public domain.

But if it is way beyond me, how is the person in the video clip doing it? Probably just a lower grade version. Or he's just that good.

The clip isn't of the Grainger.  I'm not sure what one it is, but Percy would never have written it like that.
