Rachmaninoff Op 3 No1

I don't know why it took me so long to discover this beauty. But I did, and now I've began to learn it. At first I believed that this was a "strait foreward" piece when it comes to technique, but I found one challenge that I need your advice about.
From measure 41 to 53. Do you have most of the movement in your wrist, or fingers? I find it hard to play this smooth as we can hear in most of the recordings of this piece.
