I'm looking into those two pieces, if possible, can someone answer a few question please?
1. What edition is a good edition for those piece? (Shirmer, or else etc..)
2. Average, how long does it take to learn the piece?
3. What is the different between those pieces? (Musically, technically, etc..)

Personally, I feel that the Henle edition is the only way to go:  https://www.henle.com/en/detail/index.html?Title=2+Rhapsodies+op.+79_119

The shirmer edition always looks like it's a copy of a copy of a copy of a fax from the dawn of time.

I've never learned these pieces, but I find the "Level of Difficulty" scale on the Henle website is extremely useful in gaining a pretty good idea of how much harder one piece might be in comparison to others that I've already learned.
