Rachmaninoff prelude op 23 no 4

i have doubt in bar 32 : please explain the duration of notes in the bar, like how are the triplets spaced and how are the notes summed up in 3/4 timing.
And also is there a difference between phrase and legato line?

Do you know anything about polyrhythms?
Treble stave is in triplets, bass stave is in duplets.

@j_menz : i have studied polyrhythms. thank you for your reply.
Update:the confusion was because of the chords..it is clarified.
Clarification: the chords carry a rest above them which sums up the triplets and the duplets so its all clarified now.Thank you.
