Visually, it is a little misleading, as the second notes in each hand are played simultaneously.
I.e. the B in the right hand is sounded at the same time as the E in the left hand - although it looks (vertically) as if it sounds at the same time as the D sharp.

The thing on the first note is a short bar, making it a semiquaver (sixteenth note as faulty says). The notes in the bass are demisemiquavers (32nd notes) so it is held for two of them. The next note (B) in the RH is played with the third note (D#) in the LH. The effect is a syncopation.
Also, mind the phrasing in the RH - the second note in each group of two tied notes isn't held for it's full value, separating the groups of two.
