Some time ago I downloaded the suite "pour le piano", but since then I hadn't very much inspected it further. But because of your question, I have taken a look at it, again.
The problem is, of course
subjectively thought, that the toccata seems to start not so difficult, but then gets more difficult, and in the end it seems hard! But there are Liszt-pieces which may be very much more difficult, though.
So, to find Liszt-pieces which provide a - for Liszt-level! - "average, but increasing" difficulty, and this additionally in comparison to the toccata of Debussy, is not so easy.
And I'm not a Liszt-expert: That makes it even more difficult for me to answer. But one I found, which may be of interest. What about this one?
