How hard is this piece? Could you compare it to another difficult but well known piece such as the first or fourth Chopin Ballade?

i feel this deserves a detailed answer since it comes up a lot i hppe this helps you and others
although it depends on the edition  as some paper is not hard at all, ie schimer can be pretty soft like tissue paper but somle henle editions of fred c ballades you asked for is premium and you have to tear pretty hard in order to rip the page
if you have the rhapsody and ballade by liszt and fred in same edition on same paper it is likely same hardness

you can also analyze hardness with basic physics math ie .mohs scale i  which case we can be objective
this would likely put it down towards the bottom depending on exact composition
