I heard this playing in the background of a South Park episode, and it sounds so familiar to something I've heard before. I've been scratching my head for days and I simply can't figure it out. The piece is only about 30 seconds long, but I need some closure as to its origin; also, I'm assuming that it is a rendition/interpretation of something and not a direct reproduction of a score.

Perhaps it is simply an original piece and I'm confused (very possible), but if anyone recognizes the tune and can point me in the right direction, words can't describe how thankful I'll be!!

It's from "You're Not Yelping," Season 19, Episode 4. It starts almost exactly at 10 minutes in, when Cartman is walking around town depressed at how Yelpers like him are being treated. The song ends right after he finishes talking with Butters.
