Help!! Does anyone know the time Signature (Meter) for this score??? What does Conducted out of time mean??

It has -- as you have discovered -- no time signature.  It is played freely, with the note values taken as usual.  The "measure" lines are there to help keep things coordinated, and also to give some hint as to where stress should be placed.

Conducted out of time simply means that the conductor -- if there was one -- would not use any of the regular beat patterns, but would indicate by gesture where and when particular notes or stresses would be located.

It should be very free...
