IMSLP and low ratings

I've noticed that almost across the board, the ratings for the sheet music on imslp tends to be relatively low. Seeing anything about 3 stars is pretty rare. I'm wondering if there is any specific reason for this? Is the overall quality across the site low, or are the people rating the scores particularly strict?

I use the site primarily for double checking fingerings and other differences compared to my physical score, especially if the physical copy I have is the shirmer edition which I find tends to take quite a few creative liberties when it comes to fingerings. It's difficult at times to find and choose good versions of the piece on imslp though because of the across the board low ratings.

The star ratings on Imslp are 'intended' to be for the quality of the scanned image, not the accuracy of the  edition, but I find they are not accurate.  View and print what you find useful without concern for the ratings.
