Ravel Left Hand Concerto arpeggios

My smallish hands reach a ninth and I'm having difficulty with the arpeggios at rehearsal numbers 25 and 41, particularly in reaching between the pinky and third finger in the first measure. How can I reach this, stay relaxed, and play at tempo?
