Hi, how do you match the left hand with the 19 sixteenth notes that are in the right hand ?, is this played at free tempo?

Notice the fermata on the eighth note rest after the rolled chord. I think this gives you license to stretch the bar out a bit so you have time to play the arpeggio in the right hand.
