Is this legal?

Okay so I was driving right?

and I take a left turn and there's a school bus unloading kids on to the street I'm turning on.  So I observe this and the mechanical stop sign that pops out of the school bus.  Problem is I'm in the middle of the intersection and it felt really awkward so I kept driving.

Okay so I know that if your right in front of a school bus unloading kids then you have to stop cause that's the law or whatever.  But does that rule also apply in my situation?
