You can obtain some (not all) scales in sheet music form (free) at:
https://www.music-scores.com/theory/composer.php
But there is a download limit for non-members of about 3 per day I think.

By far, the best book (not free) I have seen yet on scales and arpeggios is:
The Complete Book of Scales, Chords, Arpeggios & Cadences
Alfred's Basic Piano Library
