what happened to silver membership

My friend wants to get on this website, but there is no option to just register for free, and interact with other users on the forum. Is that intentional? It is probably contributing to the fact that posts and forum activity is at an all-time low.
You might have seen one of my videos without knowing it was that nut from the forum
