Mozart Piano Concerto , Modulation

Hello I want to ask you something in mozarts Piano concerto no 21-C major Movement1.
What modulation did mozart do on bar 3-4-5 ( on this page )
there is F sharp so I tought it was going to G major , since there was no flat in B It wasn't G minor but there is also E flat ? So I am confused. And also why did he notate E flat and not D sharp ?

I think here Mozart is reaffirming the modulation to G major, testing different approach chords, V-I, ii-I, and bII-I, this neapolitan is why there's an E flat. Simply a chromatic approach chord.
