Chopin's Nocturne in E-flat major

Can you tell me the most effective way to practice the very fast notes on the last two lines of this Nocturne. My fingers get all tangled up!

Break it up into short, overlapping bits. Work on each bit separately until it feels fluid and easy, and then string them together. Make the bits short enough that it only takes you working on them a few minutes to get them feeling easy to play, even if that means the bits are only 2-4 notes long.
