Suzuki Levels

I saw that the Suzuki Piano Method puts Beethoven op 49 no 2 in the book BEFORE the book with Fur Elise, Old French Song (Tchaikovsky), and Waltz in a minor (Op. Posthumous, Chopin).

In what sense are those three more advanced than 49 no 2?

Good question. I do not know the Suzuki system but my first thought was that the most difficult thing in Beethoven Op 49 no 2 is probably the scales. The rest is mostly melody with simple accompaniement in moderate tempos. The Chopin Waltz and Fur Elise have moderately fast to fast arpeggios and bigger distances to cover over the piano (I wouldn't call them leaps but you know, bigger hand shifts). Maybe that played a role in their judgement?
