Strange key problem

Hi,
I'm new here, but have a question. On my upright piano, the b3 key kind of sticks. I'm pretty sure there isn't any swelling, because the key doesnt feel sluggish. What happens is when I have the sustain pedal held down and press the key, it doesn't come up all the way, and sometimes the key doesnt do anything. Something I've noticed is that the little shoelace looking strip gets twisted when the key is repeatedly pressed. Does anyone know how I could fix this? I have had my tech a few times, and don't want to have to calk him again. If you want a picture/video let me know. Thanks!

Do post a picture/video of this, it might make it easier to understand what is going on.
