Chopin Orchestrations

I've often seen people who tell that the first piano concerto has an extremely fun piano part but the string part is so dull. I'm not taking sides but what makes people tell it's dull? What makes people say that Chopin doesn't have a good orchestration? Genuine reasons and explanations appreciated.  :)
