Unable to play quietly on untuned piano?

My acoustic piano has not been tuned for more than 3 years, and today I finally played on it again.
I found out that besides being out of tune, the sounds are louder and I'm not able to play quietly.
Is this an effect of not tuning the piano for a long time?

Not sure, but (1) it's possible that being out of tune just makes the normal volume sound more unpleasant and thus it seems louder than it used to or (2) if it has not been tuned for years it is also possible that it is poorly regulated, and that can make it harder to play softly. Assuming you're going to have it tuned, it will be easy enough to ask the piano technician what might be going on.

From my experience all of my piano when tuned actually sound brighter and louder.
