Did T score pedal notations?
I ask because the majority including Russian have none, while a few do.
Therefore, my guess is he did not and left that up to the performer - and if so, how good are the editions w/pedal notations.
June is a real challenge regarding legato and pianissimo and feels best w/o however I'm not talented enough to pull that one off. Nevertheless, my conclusion, if pedal, then should be minimal and not noticeable.

Your best bet for accurate information regarding what pedal indications Tchaikovsky notated, if any, is to check an Urtext edition.
Do you have an example of a movement from this set where you are struggling with how to pedal? Maybe we can help

I don't know if you still need help but I've played the whole set a couple of years ago, pedal markings were added by my teacher but we didn't got an urtext edition. I think it probably was an italian editor, Ricordi or something like that. it would cost me nothing to send you some pictures with the pedal markings
