Identify music from 1970s recording of Radio Leningrad

Could anyone identify the piano and orchestral music in this recording from Radio Leningrad? It sounds like Rachmaninov to me but I haven't been able to identify it.

It sounds distinctly Russian, but this isn't Rachmaninoff.
Could be Bortkiewicz or Medtner, but I don't recognise the theme.
