Piano Tuner & Repair possibly ruined my Piano

I bought an apartment that came with a Soviet 1970's Belarus piano. I called the technician to repair it and tune it as it was advertised in his page.

He came and seemed a legit person who knows what he was doing. Then he said the cushion that is under the keys is almost gone so needs to be replaced. He brought a cushion that was kind of short in height so he asked if I have a cardboard. Sounded weird but I thought he knows what he is doing so I gave him one of my Christmas light boxes. He cut the cardboard and glued it on top of the cushion making all the notes to make a card board sound when they hit it. Also some notes are not even playable, they don't go inside properly and they hardly make a sound. He also sanded the hammers, and tuned one of the notes completely off.

I can't play piano well so when he asked me to test it, I just played Fur Elis on the right hand and that part felt legit. So he went. Next day I wake up happy to play the piano all lower notes feel weird, they don't play the note at all sometimes and cardboard noise on every key I press.

I mean i can't play piano but I sure know how the notes should sound.

Should I remove the cardboard?

you should talk to some other piano technicians about what happened, maybe you'll find one here, but probably not ...  make some phone calls

My regrets about the tuner's visit there.
He was obliged to explain the situation to you, that 'BELARUS' is initially a very mediocre piano. In addition, ALL of them were made more than half a century ago. Making it playable is more of an art than a common technical procedure there.
Regarding the use the  line of cardboard  there. If you can remove the keys from the piano, then you need to lay a piece of 5mm cotton drape or a woolen belt under the keys there. Remove the cardboard there too.
If you find the numbers 71 or 72 on (below part)the cast iron plate   where the bass bridge is, then such a piano of this brand can never be tuned to a standard tone. This is a technological defect. Piano 1971-72 These are all pianos that have a galvanized pins. This pin is not capable of holding the string for a long time.
