Given that you're practicing it from different angles, and can play the piece at tempo, would need to see a video of your playing to see what the issue is with this section.  With the entire etude, it's important to get off the key quickly.  Maybe you'll get more suggestions on practice strategies but I wonder if you're wrist/hand is stiff, also I think the proper height is important with this etude (and all of them) .  I can play the entire piece clearly and at tempo as well, and this section presents no specific problem for me.  I assume you're practicing the LH alone here, and everywhere.  Have you checked out the tutorials on YT?

There's nothing special about this passage that would make me practice it any differently from any other part of the Etude. Can you describe more exactly what way your fingers "are a mess"? Are the hands out of sync? Which hand pulls ahead or lags behind the other if so? Difficulty coordinating the sequence of finger movements so you play the right notes in the wrong order?
