Liszt Hungarian Rhapsody no.15 sheet music help

Hi friends.I have been practicing Hungarian rhapsody no.15 and there was no problem until I came this measure.I couldnt understand the mathematical sharing in measure below.Time signature is 4/4 here but there are 12 eighth notes and there are no tuplets or another things.How can I match its notes with above one or what should I do here?

The lower staff eighth notes are triplets, even though it is not shown explicitly with a "tuplets" notation. So you do have a 3 against 2 polyrhythm between the two hands, since the eighth notes in the upper staff are just regular eighth notes.

Thank you so much,I got it now.But still confused about why it is not shown explicitly in notation.Should we guess there are tuplets without seeing?Is there a rule like this in music composition?

I guess that sometimes the composer thinks it is so obvious that there's no need to point it out in the notation. And here, when there are 12 eighths for 4 beats, there's really no choice but for them to be triplet eighths. It's not hard to imagine a long passage involving measure after measure of triplets where it would get to be sort of tedious and distracting to see a "3" over each triplet.
