Beethoven Choral Fantasy - Tied Note

Isn't the note highlighted at the link below a tied note? If so why is there fingering markings saying it is to be played?

Perhaps he wants you to shift the note from the first finger to the second.
I'm honestly not sure, but that's the best I've got.

Basically when you want to shift from one hand position to the next on a tied not you have to shift fingers without changing the note.
I am currently working on:
Bach p&f in c minor wtc book 1
Beethoven op 2 no 1 first movement
Chopin Black keys etude

I'm now wondering if my sheet music is incorrect because I looked at another online version and that note is not tied.  I am using Peters edition and some of the fingering also seems very unusual to me.  I might buy a different version to compare against.

It is to be tied, but the fingering on the tie is irrelevant since the interpretation of the phrase ending would indicate that you would lift your hands and set a new fingering for the next chord. The chord on the downbeat is a resolution that is “let go” once you’ve arrived on beat 1. Lift and choose whatever fingering you want for the next chord.
