How to improve sight reading fast with an hour a day of practice?

I really need to improve sight reading fast before my degree program starts in a couple of months. I am quite good at music theory and already read using the patterns on the page and not individual notes, but the speed and fluency is lacking. To give you an idea of my level, I've recently started sight reading Haydn sonatas at a slow tempo with a metronome and can mostly do it successfully. Suggestions would be greatly appreciated.
