Metronome marking

I'm accustomed to seeing a quarter note equaling a specific number for metronome markings. Can someone help me understand a dotted half note equaling 58 bpm. The piece is in 3/4. Does that mean a whole bar should be played on each beat. i.e. 3 quarter notes per beat? The piece is Bach's prelude number 2 in Eb. It is one of the 6 little preludes.
