I think you are all missing the point of the photograph. It seems to be a statement against the U.S. military's treatment of civilians in Iraq.... It's presented a humorous, sarcastic way, becuase sometimes that's the only way to reach a certain group of people. Now of course you wouldn't see this on CNN or something, (as it's certainly not politically correct) but there is a large portion of society who can only be reached and affected when you aren't trying to be serious.
