Learning new pieces with first perfecting HS? (Chang)

Hi,
is it actually better/easier/faster to learn a new piece first HS and starting HT only when HS is mastered in a higher speed. I tried it according Changs advice, but when I at last started HT it tooks me nevertheless so much time that I suppose it would have been better to start from the early beginning with HT and not to waste so much time in perfecting HS.
