what is "pulse"?

What do people mean when they talk about the "pulse" of a piece? They seem to mean something more than just "tempo", but I can't figure out what.

I believe that would mean pretty much the same thing as 'beat'...
So pulse would be in 4/4, the 1, 2, 3, 4. 1, 2, 3, 4... etc. 1, 2, 3. 1, 2, 3... for 3/4.
tempo is how fast the beat/pulse moves in time.
