I am unable to understand how this site is offering sheets by Rachmaninoff, Prokoviev and Stravinsky for download.

Surely, these are still under copyright.

All pieces we are offering sheet music for are in the public domain, at least in the US where the server is located.

Generally, works published before 1923 are in the public domain but there are exceptions. More info:
