What is "Youth" and...

and what are "Youth Issues"?

I am applying for a job where one of the critieria is to demonstrate knowledge and understanding of youth issues.

It started me thinking, in what way are youth issues different from issues of other people in the population?  Should they be different?  Are youth issues different in different countries?  If so, is it just because all issues differ from one country to the next?
