Have you emailed the man? When I wanted a copy in English, I sent him a $25 money order and he sent me the book - spiral bound. Nice enough guy, he's a PhD, by the way, so you might want to start your email with "Dear Doctor Chang"

His full name is Chuan C. Chang.

Anyway, Dr. Chang's address is cc88m@aol.com. Write to ask him if he has a complete Spanish copy (2nd edition) kicking about and how much does it cost.
Open a dialogue and good things can happen.

Poems of Ecstasy – Scriabin’s Complete Piano Works Now on Piano Street

The great early 20th-century composer Alexander Scriabin left us 74 published opuses, and several unpublished manuscripts, mainly from his teenage years – when he would never go to bed without first putting a copy of Chopin’s music under his pillow. All of these scores (220 pieces in total) can now be found on Piano Street’s Scriabin page. Read more
