What is this musical symbol...

I apologize for the poor image quality. If it matters, I found it in Tchaikovsky's Op.39 no. 21 "Sweet Dream".

i call it a double dot.  you simply half what you halved before.  ok.  you have a quarter note.  half of it would be added with one dot -right? = 1 1/2 beats you would hold this note for one quarter plus one eighth beat.  if you add a sixteenth beat on (halving the eighth) you would have one quarter plus one eighth plus one sixteenth.  leaving you a sixteenth rest - before finishing the rest of the measure (not sure the time signature).

you add the half of the half, that means 1/8+1/16
1+1=11

Well, if it were a single dot, you'd call it a "dotted quarter-note", but you'd call this one a "double dotted quarter-note".

Weird. I don't remember ever seeing a double dotted note in "Sweet dreams". There is a  quarter note tied to a dotted eight. It was also called something else in Russian...

In my edition of Tjaj's opus 39 no 21 it's also a quarter tied with a dotted eighth. But I guess the result is the same. It's in measure 24 and again in measure 32.
