This isn't a complaint, this is a question, because I honestly don't know the answer.

How come the Chopin Scherzo's aren't available for download?  Are they not in the public domain yet?  Royalty issues?

The simple answer is that it takes time to locate good public domain editions, scan and prepare the files and although we have over 10 000 pages of sheet music we do not have everything.
However, they are coming soon...
