Schubert Impromptus

Hi I started on the op 90 #4 today.  I personally favor the #3 in Gb Major, but my teacher insisted that we do the number 4 first.  Is number 3 particularly harder?  
But then she did mention something like "you need fingering exercises" or something.  Something about "active fingers" and all.
eh crazy Russian.
Okay just wanted to know because my teacher was cranky and wouldn't answer my questions today.

Musically number 3 is harder but technically it is not,
