what kind of piano tune is this?

I heard it on southpark (excuse the profanities in the song please ;D). It seems to be a generic tune which you can pair words to it.

Aside from some rhythmic run ons in the lyrics, I don't recognize the melody.

It's a parody of a children's folk tune entitled "Miss Lucy Had a Baby".  I remember singing this when I was young. 

Here are the traditional words:

Miss Lucy had a baby
She named him Tiny Tim
She put him in the bath tub
To see if he could swim

He drank up all the water
He ate up all the soap
He tried to eat the bath tub
But it wouldn't go down his throat

Miss Lucy called the Docter
Miss Lucy called the Nurse
Miss Lucy called the Lady
With the Alligator Purse

“Mumps!” said the Doctor
“Measles!” said the Nurse
“Nothing!” said the Lady
With the Alligator Purse

Miss Lucy punched the Doctor
Miss Lucy knocked the Nurse
Miss Lucy paid the Lady
With the Alligator Purse.
