Try offering discounts or freebies for referrals, especially with teachers. That would get me to refer someone.

I would say this same thing to anyone who's looking for music teacher/tech/tuner/selling, buying, trading instruments: go to local music stores. Almost all music stores I'd been to have public bulletin boards free of use for any music related ads. You can also give your information to them and ask them to refer anyone interested to you (maybe you can offer discounts).
Other options may be:
List yourself (your buisness) in directories/phone books.
Make friends with local music teachers and ask them to refer their students's piano needs to you.

When you go to a music store, offer to tune/whatever one of their older instruments for free (I only say older because some store owners wouldn't want anyone other than their regular tech to touch their better pianos). Then, provided they're happy with the service, put up a poster and give them a small stack of your business cards. Offer a discount for anyone they refer. Hopefully the business will be rolling in.
