how do you make the blue boxes with previous answered, asked questions

I have no clue what you are asking here.

Are you referring to quotes like I just did with your words above?

If so you just click on the "quote" button at the upper right of any post to quote the entire post.  Then  you can just cut out whatever parts you don't want to quote.
