Lucky chances come along?

There are people who SHINE and be the best, and stand out among others. Is it true that almost all these people have had lucky chances coming to them? Its just that they make use of the opprtunity and then expand their success? Okay maybe like orlando bloom (I wanted to quote someone else but I forgot who that was), he graduated from acting school, then luckily peter jackson decided to let him star in lotr, which luckily, came out as a very good show, so now he's popular and every director wants to use him even if he's not experienced (you can tell from his acting) or not hero material. And look! He's famous!

Reminds me of the quote from the Mae West film Night After Night (1932)
When she walks to the coat check room, the girl looks over at her jewelry and exclaims, "Goodness, what beautiful diamonds!"
