homestead property tax relief

when we bought our home in pa - we decided to do that thing called 'homestead declaration.'  i forgot about it for a few years - being busy with other things.

does anyone actually know what declaring this on your home does for you?  i heard that property tax relief used to be gained from that.  but, i haven't seen any confirmation of this on our taxes. 

is anyone a property tax consultant here?  what does declaring this 'homestead act' do for you?  is it a worthless piece of paper?  one you pay a few bucks for to get a xerox paper sent back with the words 'homestead' on it.

My cousin lives in Florida. He gets a break on his property taxes thru the Homestead Act because he lives there more than half the year, which is the requirement.
 I have a condo in Florida but do not live there more than half the year so in essence I'm helping my cousin pay his property taxes 'cause I do not get a tax break.

You could probably do a Google search with the relevant terms & Pennsylvania and get the specifics for your situation.
