I was wondering what determines which threads are listed first -- Is it the latest thread created or the latest comment added?

It's the ones with the newest creation time/date, then latest reply, therefore the ones with the latest reply is at the top in 90 % of the time.
But hey, that's what you have your; (infamous quote):
