When do these seconds get counted?  For instnace, if I make a post, then go to make another one after 30 seconds, does the second-count start over if I get the error message?  Must I wait 60 seconds after the error message?

I think you have a valid point.  I've tried the waiting game assuming the seconds got counted after the original post, but ended up waiting too long and got frustrated.

this message looks familiar.  i just hit the post button over and over.  (just kidding) normally i post at a moderate rate and not over fast unless it's something i feel really strongly about.  but, by the time it posts somebody else answered the above question adn mine looks like it's not relevant.

I get frustrated when it appears. If I misjudge how long the 60 seconds was I have to wait longer.
