Question - Applying as a transfer student

Since I already have master's degree in Business, I'm not sure if I can still apply as a freshman in BM - performance programs...

I have only taken 3-4 music courses (all others were non-music courses) while in previous universities...do you think I am still eligible for a transfer to music programs? If so, from which year (sophomore, junior, etc) will I be able to start there?

Also, do you think it is necessary to take ACT/SAT for international students? I also wonder if they will need transcripts from high schools (because I only have ones from the universities...I'm not sure if the high school I attended still has the official records for many years ago)...
