Sounds kinda Russian to me, and I wouldn't be at all surprised if it's got a title like 'Etude' and a tempo indication like 'Allegro appassionato'. But I don't know it, and the trouble is that with a little snatch like that of a piece sounding like that it's nearly impossible to figure it out unless one simply happens to recognise it. My wife, who studied in the USSR, thought it sounds vaguely familiar which may support the 'Russian' suspicion.
I can't even offer much clue as to date - could be almost any time between 1870 and 1940, I should think. It's just possible it's some obscure bit of early Rachmaninov or even Scriabin, but I know most of their stuff....
