playing scales slow and legato using TO method?

The reason for TO is facility. At some point scales are so fast that TU becomes less possible, so TO is employed.
The problem with thumb over, is you sacrifice legato. So, if you are playing scales slowly and trying to play them legato, why would you play thumb over instead of connecting the notes - thumb under?

Thanks for the clarification.  I understand now.  My initial (quick) read of Chaun's book left me with the misguided notion that, with practice, one could master the TO technique and use it to play both fast and slow/ legato.

This makes me feel better because I was having a hell of a time trying it. :)
