I am unable to give you any opinion or advice on a new Eavestaff 109 upright piano, but I have played a British Eavestaff piano. Production of Eavestaff pianos in England ceased in 1983 and now the Eavestaff upright models are made in China.
It is a  low budget piano and the make has never pretended to anything more than an inexpensive instrument for the price sensitive.  It may however be an adequate piano for your purposes and only by playing this model can you make your decision.
