I think its a typo. (The two cut time signs in the sheets from this site)

The melody is andante.  Possible reason why Schubert notated as thus is to prevent the performer from focusing too much on the arpeggio figures as they are only accompaniment.

I have the Henle Urtext and the two cut time signs are for sure original. I agree with seicinta :-*. I like the walking melody :).

I tried to get some answers on this same topic about a year ago. I posted to a few forums and even e-mailed Schirmer Publishing Co.  Not really sure if there’s an answer in all of this though.  Check out these links.  Hope it doesn't add to your confusion.

It's really simple:

Some editions have it written like this:

Other editions have it written like this:

So clearly if the second version means that each bar is one cut time, the first version means that for each bar there are two cut times.

Do the two version affect meter in any way?  I.e. would the meter be the same?

I would think the double cut time gives emphasis to the spread out melody line, so one could avoid chopping up beats every half note.  It gives a clearer appearance to how a phrase of melody is spread out over many iterations of 8th note accompaniment.
